Behavior Control to Allow Editing of Message Tables -- FA-15409

DESCRIPTION: A new behavior control, Allow Editing of Messages" has been added to allow users to edit any message table and its contents. Without this behavior control, the tables will be read only and no changes will be allowed, as there will be no Save option present.
